Instruction Life-Cycle
Instruction Creation
Instructions are automatically or manually created. Automatic Instructions are created either by an Instruction Schedule, or by an event triggered elsewhere in the WeBill Platform. For example, where a Meter has been configured to receive 24 Readings per day, and the Readings are not received, the Meter might trigger the creation of an Audit Instruction. Instruction Management
Once an Instruction has been created, the Life-Cycle of that Instruction depends on the perspective of each of the parties. The Instruction is managed on an Instruction Management Dashboard, refer to Instruction Dashboard for the management of Instructions.
Quality Control (QC)
Each Read Instruction undergoes an automated QC process. The QC rules are configured and all Instructions are processed in the context of those rules.
- The manual QC for each failed result displays the results of each one of the QC processes in a single result.
- The Authorised User can view the QC results and can do one of the following:
- Reject: Rejecting a result means that this Read has failed and does not qualify for payment. The consequences of there being no valid reason recorded for the Meter for a cycle or Purchase Order
- Accept: Notwithstanding that the results failed the QC process, the User can accept the result. When the User overrides a failure, it is recommended that an explanation be added, although this is not compulsory.
- Reassign: The User can elect to have the results reassigned. This means that the Meter needs to be read again.
- Escalate: If the User is not sure how to process the results, the issues can be escalated to a senior Administrator. The senior Administrator has all the same options as a User but cannot escalate the Instruction any further.
- Thresholds are set for each QC rule. If the Instruction does not pass the threshold rule, the Instruction will not be processed automatically.
- The QC rules are applied automatically by WeBill as and when the Instruction result is handled.
Close Out
All Instructions and Instruction Schedule Cycles need to be closed out. Once closed out, the Payment, Penalties and Charges need to be calculated and applied.
The Contractor or Utility may have to pay Agents on a per Instruction basis.
The Contractor will charge the Utility for executing Instructions.
A Utility might penalise a Contractor for unsuccessful Instructions.
