Utility and Contractor

The Field Manager's Instructions always relate to Meters that are owned by an Organisation, this is the Utility. An Instruction can be dispatched to an Organisation that carries out the Instruction on behalf of the Utility, this is the Contractor.

The Contractor and the Utility both need to be WeBill Organisations.

The actual Instruction is executed in the field by an Agent. An Instruction is allocated to an Agent.

The Contractor and the Utility can both have Agents.

The Instruction is either dispatched to a Contractor by a Utility or allocated to an Agent either by a Utility or Contractor.
